A good night's sleep is important to health, but right now anyone can hang up a shingle and claim to provide expert pillow-fluffing services. In order to maintain consistency and high standards, I am proposing that we levy a small fee and a mandatory training program. We can roll this requirement out in phases so training centers aren't overwhelmed with the sheer number of hitherto-unlicensed pillow fluffers stampeding to get licensed.
